THE PROJECT

The challenge

THE CONTEXT

Voluntary and community organisations delivering mental health services operate across a complex landscape of commissioning, workforce pressure, financial sustainability and unequal access to provision. The Association wanted to strengthen the evidence available to the sector, make geographical inequalities more visible and translate provider experience into practical intelligence for commissioners, policymakers and mental health organisations.

BUYER CONSULTING'S ROLE

Turning sector frustration into collective action

Victoria worked alongside CEO Kathy Roberts MBE, supporting the Association’s work to strengthen the voice, evidence base and sustainability of voluntary and community organisations delivering mental health services. Her contribution connected data and digital innovation with commissioning, policy, financial sustainability, business development and sector partnerships.

HOW WE WORKED

From strategy to action

01

Work undertaken

Victoria helped drive major programmes to strengthen the evidence base around mental health social care provision, access and workforce capacity. Working with Esri and ArcGIS technology, she supported the development of Mental Health Sector Mapping, combining CQC and member data to expose geographical inequalities in mental health provision and access. This was complemented by Mental Health Workforce Mapping, combining workforce-to-population analysis with ONS Census demographic data to build a richer picture of workforce capacity, local demand and inequality. Victoria later expanded this evidence programme through development of the AMHP Data Observatory, a large language model-enabled environment bringing together policy, research and national, regional and local datasets. She also developed practical guidance on commissioner-provider relationships, contributed to work on financial reserves and sustainability, supported the #MHEqualityNow campaign and led the Association’s Business Development Network.

02

Collaboration

The work brought together Association members, trustees, commissioners and partners across mental health and social care. Victoria worked alongside Association leadership and trustees including Jane Hughes and Sarah Maguire on the Reserves Briefing Paper. Through the Business Development Network, she brought together organisations including Choice Support, Mind, Rethink Mental Illness, Together for Mental Wellbeing, Mental Health Matters, Waythrough and Turning Point to share intelligence and respond collectively to emerging commissioning, workforce and funding challenges.

WHAT CHANGED

Outcome and impact

OUTCOME

What changed

Across the Association’s projects, Victoria helped connect data, provider expertise and policy influence, strengthening the mental health social care sector’s evidence base and its collective voice with commissioners and policymakers. The work created clearer ways to understand geographical inequalities, workforce pressures and financial sustainability while supporting more informed collaboration between providers, commissioners and national stakeholders.

WIDER IMPACT

Why it mattered

The work strengthened the infrastructure available to understand mental health social care, combining mapping, workforce evidence, provider intelligence and policy engagement. It connected digital tools and national datasets with the experience of voluntary and community providers, creating stronger evidence for commissioning, collaboration and sector influence.
